Mark C. Fang is  Partner-In-Charge of the Queens location of the firm’s New York office (Zumpano Patricios & Popok). 

 
Mr. Fang  is an experienced and practical litigator representing clients in a wide range of business, insurance, real estate, and labor and employment disputes.


Mr. Fang served as the Director of the Westchester County Department of Consumer Protection, managing a staff of inspectors and investigators in the enforcement and compliance of state and county consumer protection laws, and the county’s home improvement contractor licensing program. Mr. Fang worked with union and non-union representatives in the oversight of the county’s Electrical Licensing Board and Board of Plumbing Examiners, and assisted municipalities in the implementation of the county’s electrical inspector licensing law. Mr. Fang was also appointed to the seven member Westchester County Solid Waste Commission, the commission regulating the county’s solid waste hauling industry and responsible for the appointment of qualified independent monitors.


Mr. Fang has served as the Executive Director of the Westchester County Human Rights Commission, where he led the countywide government agency responsible for the enforcement and administration of the county’s laws against unlawful discrimination, including the Human Rights Law and Fair Housing Law. Mr. Fang also managed the county’s internal Equal Employment and Affirmative Action Office, supervising the training of county employees on harassment and other workplace issues, and overseeing internal discrimination and harassment investigations. Mr. Fang is presently the Executive Director of the Office of Human Rights and Affirmative Action of the City of Yonkers, a position he maintains together with his law practice, handling discrimination claims in the City of Yonkers and advising its Department of Human Resources on training and complex labor and employment matters. Mr. Fang has served as an independent director of a public supermarket company listed on NASDAQ.


Mr. Fang is a former Assistant Attorney General of the State of New York, where he served in the Criminal Division, focusing on public fraud and corruption cases. He has also served as an Assistant District Attorney in the Westchester County District Attorney’s Office, and Counsel to the Consumer Affairs Committee of the New York City Council.


Mr. Fang has also served our Country as a  Lieutenant Colonel in the Judge Advocate General Corps of the United States Army Reserve and as a veteran of the nation’s War on Terrorism. He is regularly asked to advise on ethics issues and the Army’s Sexual Harassment, Assault and Response Prevention Program.
